etch supports utf8 by default
Not (according to Colin) in man pages, except in certain locales. Viewing a
UTF-8 encoded man page with man (using less as the pager) in a UTF-8 locale,
in xterm, does not work: the UTF-8 characters are not output correctly. For
example, with LANG=en_GB.UTF-8.
If I use an 8-bit locale, the output is correct, but that's not exactly
"supporting UTF-8"!
