Resolved by removing /var/lib/puppet/ssl and reinstall! Probably scrap signature was created by "puppetca --sign hostname" before "pupettca --list" returns the hostname while trying to install. I was sticking too much to /etc/puppet/ssl and misunderstood removing /etc/puppet/ssl and reinstall is same as clean install.
