For the tz database, you can visit <ftp://elsie.nci.nih.gov/pub/>. You can also subscribe to the tz mailing list as described in <http://www.twinsun.com/tz/tz-link.htm> (look for "subscribe"). For Debian, you can visit <http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=303920>.
