This happens when you have a valid Packages.gz but broken Packages file, which should only happen when you (or something else) breaks the gunzip of Packages.gz right after it got downloaded. The problem also fixes itself after 12h, when the Packages.gz changes and gets downloaded again. But I guess I should finally do something about this.
