Some news: patching /usr/share/i18n/fi_FI removes the problem for me (locales version is 2.6.1-1). The patch changes back one line to what it used to be in a previous version of locales (2.3.6.ds1-13). I don't know if this change was intentional (I'll file a bug report with the patch against locales). If it is, then grep may be buggy after all.
