Well, an "active" card is usually a general-purpose computer on a PCI
card... You need software on that general-purpose computer to handle
the ISDN work :) Sometimes that software is in semi-permanent storage
(ROM / flash / ...), sometimes you need to load it after every
boot. The latter only makes that software more visible, I guess.

It seems that role has moved to /etc/init.d/capiutils. Anyway, the
thing it should do in the end is "capiinit start".
