Yes, Keep-Suggests comes a long way toward the goal.  It is not,
however, enough.  I want to be able to turn this option on and off *per
package*, preferably in the interactive UI: I want to be able to say,
keep this package around *as long as this other package suggests it*
(but ignore any other suggests); or, a bit less powerful, keep this
*particular* package around as long as some other package suggests it.

There are lots of suggests relationships I don't care about.  I don't
want them to affect automatic deinstallation.
