Actually - the plugins that I was missing and that prevent running the admin script are in fact there, it just seems to be a botched installation. Re-installation attempts after purging gave the same result, i.e. it probably has to do with the Debian packaging.

Here is what I had to do AFTER the installation of the Debian package:

1. Set permissions of /etc/dokuwiki temporarily to 0777 - installer otherwise won't run 2. delete the symlinks in /etc/dokuwiki pointing to acl.auth.php and users.auth.php in /var/lib/dokuwiki/acl 3. run the install script - the virgin Debian package after installation goes to the doku.php, not to install.php, and therefore does not run the installation that sets up acl and users - this is the problem to the plugins, according to the wiki of the dokuwiki author

If these steps are not taken, the installer stops right there, and I cannot even proceed to the next error message.

Once I am that far, I get the error "unrecognised or modified dokuwiki.php (hash=32b6519b0d438480341c0cee2b9a5134)" where I am stuck. It says that for security reasons, the installer is not going to proceed.
