File debian/bin/info/install-info says:

# Dummy script to fool emacs install into thinking it did something
# useful.

Unfortunately, it doesn't fool emacs at all, because ... it is never
called.  The emacs configure script looks for an install-info binary
along the normal PATH, and uses the one found (which would normally
be /usr/sbin/install-info) throughout the build.  This happens to
just work but in my case it breaks because I use a modified install-info
(see the following URL for details).

To fix it, I (and you) have to use the special PATH with this directory
prepended not at "make install" time, but at "configure" time.
