Although I understand your concern, I would argue that the current
Recommends: line is actually appropriate.  You see, dictionary-el
tries to communicate with the server in UTF-8 if possible (as RFC 2229
officially requires), but xemacs21 still lacks native UTF-8
support. :-/

There is a package called mule-ucs that more or less remedies this
situation; however, it's relatively slow and clunky, so I
preferentially recommend Emacs versions (GNU-only for now) that
support UTF-8 natively.  Moreover (and somewhat paradoxically), if
you're running only XEmacs, you don't actually need dictionary-el at
all, because it already bundles a copy (albeit of a slightly older
version, 1.8.5 vs. 1.8.7.)

Nevertheless, I appreciate your feedback, and apologize for not
getting back to you sooner.
