Hi!

The /etc/ppp/ip-up script does maybe mess up the parameter list when
exec'ing an ip-up.local script.

When ip-up is called with at least on empty parameter like "", the
parameter list passed to ip-up.local is shrinked to the not-empty ones
which results in a shrinked list, where the positions are not really
predictable.

This is the case, because ip-up.local is called with "$*" instead of "$@"
or a complete list like the run-parts call.

This make ip-up.local unusable when one value passed to ip-up is empty.

The version in Etch is affected as well.
