Hi, please replace Recommends: yaz-doc with Suggests: yaz-doc. As I can see it the yaz-doc documentation is completely optional and does not hamper or improve the functionality of the development headers. And with the newest change of apt-get to install recommendations you end up having the documentation installed even if you only want the development headers.
