This looks like a complex change, involving at least:
  - color.sty / xcolor.sty;
  - xdvi
  - dvips
  - dvipdfm & Co

I fear none of us has the time and inclination to push such a change
upstream, so if you want it to become reality, I suggest you to discuss
it in comp.text.tex and/or with the xcolor package maintainer.
