Hello. Thanks for your request. Some of the listmaster do not agree with the rationale or the petition in general. In order to provide a widely general language oriented mailing list, there should be proof of other similar mailing lists already created and used, such as -l10n-georgian or -user-georgian. We don't create mailing list to mix these kinds of stuff. l10n is meant to developers working on translating into that language. Is there any effort for this that would require the creation of such list? Please provide information about it and show peopl support on a request to that specific mailing list. If -user-georgian is desired, please provide proof that there is some community of Debian users requiring support on their own language. But mixing both scopes into -georgian is simply not likely to happen, since it's a mixture of both users and developers (and there are mailing lists for each category), so please provide a rationale based on this. Georgian-speaking Debian users (or any other language anyway) will usually have already a small community and a little mailing list somewhere else that proves the need for a Debian specific official mailing list, is there already any?
