Debian Installer does not set the keyboard layout for X. This is a job that's done in xserver-xorg's postinst script. Even in xorg maintainer scripts, the keymap setting is currently done only by choosing the appropriate X keymap, not by tweaking the Xsession file. So, really, I'm not sure whether the xorg maintainers may do something
