I think that a simple solution could be to remove

  || test $? -ne 10

from /etc/apt/apt.conf.d/20listchanges, so that any error is treated
as an error. This makes sense. In case of problem, the user can either
temporarily disable apt-listchanges and do possibly limited upgrades,
or revert to previous package versions if possible.
