This bug report includes mention of some patches to ICU to fix some indic rendering problems. This bug was never resolved in debian because of insufficient information. An alpha release of ICU 3.8 was released today. Information is here: http://www.icu-project.org/download/3.8.html It might be worth someone who can reproduce the problems taking a look at 3.8 and seeing whether or not the patches have been included. In any case, I will plan on closing this bug when I upload 3.8 to unstable, and will request a new bug report if the problems are still present.
