Hi! I finally found out a way to reproduce that bug in chameleon-cursor-theme you reported on a piece of hardware I have. The same thing happens on the non-free nvidia driver on beryl during scrolling with certain programs, xloadimage to name one.
I was able to narrow it down: it appears the artifacts happen only for very large cursors (bigger than 64x64), regardless of the theme used. In the case of chameleon, the affected ones are: - up+down arrows - left+right arrows - column resizer - row resizer in the "-Large" variants. Could you perhaps try comparing a -Regular or -Small variant with a -Large one? If my guess is correct, you should get artifacts only for -Large. If that's the case, I could either investigate the real bug or go the lame but easy way and reduce the resizers to 64x64.
