KDE Control Center->Desktop->Window-Specific Settings. There I've created a
rule for Emacs' window.

Yep! That's another, more faster, way to reproduce it. I really didn't
know about this wonderful kstart. What about 1/10 - I didn't measure it
with a rule. This gap is about as twice higher as kicker on my display.

No, it was different. I've been using such configuration since sarge was in
testing, it worked when sarge went stable, and works now in the current etch.

That's another cool tip! Thanks a lot. I guess I switch to this way of launching
emacs.

Ok. But anyway what is described here is a kind of misbehavior, i.e. bug.
What you reported is a good workaround, but I think we shouldn't close this
bug report.
