"The program is under the General Public License version 2." However, if you look at the source code, gwc in fact seems to be under version 2 or (at your option) any later version. Welty * * This program is free software; you can redistribute it and/or * modify it under the terms of the GNU General Public License * as published by the Free Software Foundation; either version 2 * of the License, or (at your option) any later version. Every other file that mentions the GPL uses the same language, as far as I can tell.
