I've taken a couple cracks at it, but I haven't tracked down exactly what's going on. I did find one unrelated potential bug in the process, though. My first thought was that apt was reporting wrong information, but I'm no longer 100% sure about that; it looks like aptitude may be using inconsistent information internally.
