Starting a conversation does auto-generate keys. Still, the ability to pre-generate keys may be important to some users. Upon further research, it would also seem that this issue is not Debian-specific (see: http://lists.cypherpunks.ca/pipermail/otr-users/2007-July/001041.html a thread on the otr-users mailing list). I'll be posting there today as well to let them know of this bug report.

I'll let you adjust the severity of this as you see fit.
