All notfixed does is remove the indication that a bug is fixed in a particular version; if you want to also reopen the bug, you want found, which will also remove the indication that a bug is fixed in a particular version as a side effect. The documentation in the BTS is probably a bit more confusing than it should be about notfixed though.
