Package: gnupg2 Version: 2.0.4 The gnupg2 package should be configured with --sysconfdir=/etc . That way gpgconf and gpg-agent look for some global configuration files in /etc/gnupg instead of /usr/etc/gnupg/. The former location is what would normally be expected.
