I am a developer from upstream (i.e. the Plugin Pack). This bug is completely reproducible. If you have loaded the Buddy List Options (blistops) plugin, the default preference is set to hide the menu bar. If you have a system tray icon, going into the plugins dialog and configuring the blistops plugin not to hide the menu bar will bring it back. This bug has been addressed here in upstream by making the menu reappear when hovering near the top of the window and also making the menu hiding off by default. We have released Purple Plugin Pack 2.0.0 with these changes.
