When sponsoring and when preparing packages that have interim releases
in projects like Emdebian, I need to use the -v option to
dpkg-genchanges (via debuild/pdebuild/pbuilder) to include all changes
since the last Debian version into the .changes file.

The only area where this does not work is tagpending.

parsechangelog supports '-v' to mimic the generated .changes and it
would be good for tagpending to also support -v by passing the argument
directly to parsechangelog.

e.g. When emdebian-tools was at 0.2.0 in Debian, 0.2.6 was already in
Emdebian. When uploading emdebian-tools 0.3.0 to Debian, I used -v0.2.0
to generate a .changes that correctly identified 9 bugs as being closed
in that upload. However, tagpending was unable to locate all 9 - only
the one bug specifically closed in the 0.3.0 changelog entry.
