        I'm experiencing a similar problem.  After installing eclipse
for the first time, I opened a new workspace, clicked on "Overview," and
then clicked on "Workbench Basics."  The help browser opened and
displayed the following text:

        "The topic that you have requested is not available.  The link
        may be wrong, or you may not have the corresponding product
        feature installed. This online help only includes documentation
        for features that are installed."

        Clicking on the links named, "Java Development," "Team
Support," and "Eclipse Plug-In Development," also yield the same
message.

        Thank you for your attention to this matter.
