DO you have any news on this issue? It seems that gentoo needed a patch to make battery plugin work on 2.6.21. I don't have acpi so I can't test it but if battery plugin is broken on 2.6.21 we _need_ to apply the patch as lots of users will be concerned (2.6.22 is in unstable now, even).
