First of all, depending on tetex-base never made any sense AFAICT. These are the correct dependencies: ptex-base needs to depend on texlive-base-bin (because it calls mktexlsr in the postinst. By the way, it should be changed: configure) - mktexlsr + mktexlsr /usr/share/texmf (or simply use dh_installtex).
