I've been thinking about this and I'm not sure what the best way to
proceed is.

My options seem to be to either (a) fail with a helpful message or (b)
succeed with a nice message but no package produced.

I'd prefer (a) but if that is going to be hard for the conglomeration
packages to cope with I'd settle for (b).

What do you think?
