This does not fix it for me, but I am also not sure whether it's a fluxbox problem anymore. In fact, if I start X with just a terminal and no window manager, I can reproduce the problem. Also see http://lists.freedesktop.org/archives/xorg/2007-July/026111.html mod5-c has the same result as Control-c, and even mod5-s and mod5-q work as expected and freeze/unfreeze the terminal.
