I checked this last night, and I just moved the files from one place to
another and tried again. It worked, this suggests to me that it might
have been a disk space issue and that it wasnt reporting the error properly.

That's strange, it works on my machine... Maybe I've got a package
installed that enabling that. Something that K3b doesn't list in its
dependencies but should.
Can you do :
ls -l /usr/lib/kde3/libk3bmaddecoder.so
(to make sure that the file exists and is not empty)
What about this:
dpkg -s libmad0
(to check which version of that library is installed)
Now just to make sure: you're not using the Ubuntu package are you?
