It looks like this bug is caused by a problem in the Locale::MakeText::Lexicon module which RT uses. Upgrading to the latest version 0.49 appears to be a good fix. I have uploaded a new package to http://www.jadevine.org.uk/request-tracker/ I would appreciate it if you could install the liblocale-maketext-lexicon-perl_0.49-1_all.deb and then let me know if this fixes your problem.
