Probably not - it's simply too much work to do that: Find out a current working address of upstream, telling them why they should put documentation on CTAN, often finding that there's no upstream any more... We generally rely on the CTAN people to do that. Note that there are three levels of "upstream" for TeXLive: The TeXLive developers who take their TeX input files from CTAN, the CTAN people who set policies for package authors and their uploads, and those upstream package authors themselves.
