Hrrm.  The default /etc/subversion/config and /etc/subversion/servers
are entirely empty except for comments and section headers.

If you purge then reinstall subversion, it will restore the default
files in /etc/subversion.  Can you confirm that this does not break
your system again?

Confirmed.  Purge followed by install and svn still works properly.

I had tried apt-get install --reinstall previously, too, and it seemed
to think there was no need to change the config files.  Re-adding the
other packages I had installed that depended on subversion (svk, trac)
did not cause the problem to recur.

My apologies for losing the config files I had -- those appear to be
the root of whatever the problem was.  If I can find them and reproduce
the problem, I'll pass that on.  In the meantime, I see no further
reason to keep this bug open.  I appreciate your patience and efforts
in trying to hunt this down.
