it appears i have a similar issue, i'm trying to open a link to a document (in
this case, ms doc file but in general any other oo document) with Hebrew
characters as filename and i'm getting the same dialog as described in this
bug report. first i thought it's Opera's bug then i filed a report with them
but maybe it's an OO issue ?

Works fine with OO.org 2.2.1-5 and iceweasel 2.0.0.4-1.
After clicking the file in your browser, please check the file name in /tmp.
In this case:
$ ls -lh /tmp/*.DOC
-rw------- 1 kaplan kaplan 54K 2007-07-12 00:33
/tmp/1726-26122005_עורכים קניות לחנוכה 2.DOC
(the last output contains Hebrew characters, don't be surprised if you
can't read them).
Please, do the same, to separate the browser part from the OO.org part.
