This look better:

grep -Ev "^[[:blank:]]*#|^[[:blank:]]*\;|^[[:blank:]]*$" 
/etc/apt-proxy/apt-proxy-v2.conf

I can't do this. You are too late. I am even don't remember how old this
topic is.  After work around  foolish and annoying problems with apt-cache
I have switched to apt-cacher and I am lucky with it for now. Sorry.
