I've done some extra debugging. Perhaps this can shed some light:

I've tried editing /etc/beidbase.conf, adding 
 
card_driver belpic {

        #atr = 3B:68:00:00:29:05:01:02:01:AD:13:03;

and restarting the beid/pcscd to match the card ATR, but no dice. Same result.
