AMR is in use by many mobile phones (such as my T68i). When a memo (sound recording) is uploaded, it arrives as an AMR file.
Although current upstream code (CVS) automatically builds the format plugin if it's detected, I'm afraid I can't even include support for amr-wb or amr-nb in non-free: - amr-wb and amr-nb are not official Debian packages; - it seems i'm not allowed to build and distribute SoX built with amr-nb/amr-wb.
