Whilst the -X exclude option in dpkg-cross >= 1.38 does not support wildcards, it can be repeated to exclude multiple packages from the dependencies of the cross package.
This option does allow you to exclude gcc-4.0 or any specific package. apt-cross uses this option to exclude all Architecture:all dependencies. Is this support sufficient for your needs?
