reassign 431576 libkcal2b

Hi again,

It appears that libkcal2b doesn't depend anymore on libktnef1, but only
recommends it, making it unusable (unless I make tellico depend on every
single lib it uses indirectly, which seems like a nightmare to maintain to
me, and going against the general trend of trying to reduce indirect
dependencies).

Plus, I believe a library not depending on a single other one from which
it uses symbols (especially when it includes libc6, libstdc++6 and
kdelibs4)  must have a packaging issue somewhere, hence reassigning to
libkcal2b.

If I'm wrong, help would be welcome to dort the issue.
