Bug#431221: myodbc: [INTL:de] initial German debconf translation

<Hello Steve,
(sorry, no real reply, the message has not yet arrived, I read it in
the bug log)

I merged the two translations, i.e. took the best of both of them. I
CC'ed Matthias Julius, the submitter of the original translation.
Unless he objects, please include this version, otherwise please ask
Matthias to provide an updated version (as he was earlier).

The translation popped up as open, as our scripts detected the new
version without German translation and automatically offered it 
us for download (which I promptly did).
