Hello,

the build like

DEB_BUILD_OPTIONS=noopt dpkg-buildpackage -b

doesn't really produce nonoptimized executables. There are two
reasons:

- g++ uses CXXFLAGS instead of CFLAGS
- the variables are not exported to configure, so it doesn't see them

So I fixed that (see the attached file). Also, I removed the handling
for the optimized case, because --default-release already provides
optimization, and removed nostrip handling, because dh_strip should
get the information from DEB_BUILD_OPTIONS environment variable.
