Sorry, you are doing wrong assumptions/conclusions here.

Yes, Mono 1.2.4-4 built successfully on netwinder, but this has to do
with a packaging change. The mono source package now only builds the
arch-dep part instead of arch-dep + arch-indep, thus _no_ CLI
application is runnning during the build now (like the C# compiler). The
result is, it builds on netwinder but it would not run on it (as it
never did).
As prove see the muine build log which still fails on netwinder with the
known assertions:
http://buildd.debian.org/fetch.cgi?pkg=muine;ver=0.8.7-1.1;arch=arm;stamp=1183073087

So what ever the cause is, it's still present on netwinder with Mono
1.2.4
