It obviously makes a difference, if you only upgrade your chroot build environment (which I did until now with pbuilder update) or if you create it from scratch, in which case it would have pulled linux-libc-dev. I don't know, how the buildds work, if they only upgrade their build environment or also create it from scratch from time to time. Maybe you can share some insight!
