Python central attempts to write to /usr at runtime; this is
unacceptable.  Furthermore, it results in numerous .pyc files in
/usr/share which do not appear in the dpkg database (dpkg -L
packagename) for any package -- they are orphans.

These files need to be moved to /var/cache; perhaps something like
/var/cache/python-central.
