What had happened was that update-modules was being called by the
upgrade, and that update-modules.modutils was being called by
update-modules.
update-modules.modutils was an identical shell script to update-modules,
so that there was a recursive shell script call.
I was unable to determine which package had installed
update-modules.modutils, so I deleted update-modules.modutils and was
able to perform the upgrade without problems.
