User categories are more the "setup" side of usertags. For instance, there's a user category called "normal" for the user [EMAIL PROTECTED] which is responsible for grouping bugs with the usertag "bts" in to the "bts" sections. I can't immediately find any official documentation, but AJ announced their implementation in http://azure.humbug.org.au/~aj/blog/2005/10/10#2005-10-10-usercategories Not immediately sure how we'd implement that on the command line though.
