During DebConf it was suggested to automatically show the contents of emails to control@ if there are comments in the email. Don seemed receptive to that, so the issue raised in the bug you referenced should be addressed by that. I'm not sure how useful it is to CC the submitter when there are no comments included with the command. I could see having a "CC submitter if there are comments" config option though.
