--context ... the static context of the vserver [default: none; a dynamic context will be assumed]

It is true that upstream has been saying for almost a year now that dynamic contexts are deprecated and that they will not be supported in the future. However, I have been incredibly busy the last few months so I have not followed recent upstream kernel development to say where they stand at the moment. My guess is that they will not be completely removed until util-vserver forces them, however they are very highly discouraged (the reason is due to unexpected behavior). I would highly recommend that this change is made, especially before etch freezes.

Ok. I have uploaded a new version of vserver-debiantools that now
have an optional --context option. It is not mandatory but such option
exist now at least. Do you think I should do it mandatory?

I believe that util-vserver 0.30.213-1 creates a context file with an assigned static context ID when the vserver is created now in order to force a static context.
